It appears that legally acquired copies of The Surge are disappearing from Steam users’ libraries, continuing a disturbing trend and illustrating a regulatory issue with the platform.

Promo for The Surge for free in 2021
For each order made in Focus Entertainment’s store two years ago, each logged-in user received a key to The Surge on Steam – regardless of the order amount.
The Surge CREO Special Employee Kit DLC was then purchased by many players. The basic edition of the 6-year-old game is currently available on Steam for $10.
It’s not uncommon to offer free content with the purchase of a game, so no one expected that two years later this promotion would become a source of controversy.
